The Growth Diagnostics Methodology During the late 1980s, international institutions started recommending to developing countries a reform package that became known as the Washington Consensus. The reform package was based on three key concepts, namely, “stabilization,” “liberalization,” and “privatization,” and included fiscal discipline, reorientation of public expenditures, tax reform, financial liberalization, unified and competitive exchange rates, trade liberalization, openness to foreign direct investment, privatization, deregulation, and secure property rights.

However, toward the end of the 1990s, it became clear that the reform package advocated by the Washington Consensus could not work without being supplemented by a solid governance and institutional foundation. Then, the initial reform list advocated by supporters of the consensus was augmented with a series of socalled second-generation reforms that emphasized institutions and governance. The augmented Washington Consensus reform package did not work either, as countries that adopted and implemented comprehensive reform packages reaped small benefits.
