At the same time, it requires increasing the capacity of the households to deal with such risks. For instance, public works programs can be implemented in Eastern Samar to build coastal infrastructure to protect their homes and productive assets such as fishing boats from storm surges.

The average wages of employed workers from poor households in the three provinces accounts for only about 60 % of the average wage of the non-poor (Table 5). The significantly lower average wage among the poor indicates their lower levels of productivity. Majority of the respondents in the focused group discussion in Pangasinan stated that, despite having at least one working household member, the earnings are not enough to sustain their families. To augment their low earnings, the poor in Pangasinan tend to take on multiple jobs in order to reach a sufficient level of income for their families.
