This is unfortunately very likely to happen when you create a new library and information service and do not yet have all the information about users and their needs necessary for the task. This lack of information may not allow you to take fully into consideration the way in which the collection may grow and the ways in which the information needs of your users will change over time. If the chosen classification and its accompanying notation is not flexible enough you may find that at a later date new material arrives which you cannot fit into your scheme at the appropriate place and as a consequence may need to do the work all over again.
