Others agreed that the TUC proposal to replace the two RACs with one body for Wales had merit and that it should be possible to reconcile the two positions by careful discussion. But neither point of view accepted the TUC proposal as it stood. The strength of opposition, and the fact it was backed by conference decisions at Llandrindod Wells and Aberystwyth, persuaded a majority of the organization committee that there would have to be a change in the official TUC line. The meeting ended therefore with an understanding that the organization committee and the general council would give further consideration to how the TUC’s proposals for regional reorganization could be adapted to Wales.

There would be an annual conference instead of quarterly meetings as proposed by the TUC. A general council, chairman, secretary and treasurer would be elected by that annual conference. The education services provided by the TUC would continue to be separately provided by the TUC (as they were in Scotland). Two areas were left outstanding.
