The reforms The New Zealand education reforms can be seen as having several phases. The first phase was a commission on the administration of education that recommended sweeping changes in the way schools were organized and governed. Many but not all of these recommendations were then put into law by the Labour government in 1989. When the National Party replaced Labour in office in 1990, the reforms were altered in some significant ways, and were later expanded by the National government to deal with issues of curriculum, assessment and qualifications.
